State Budget Cuts Threaten Essential Services for Children in Foster Care

Recent budget cuts announced by Governor Brian Kemp are expected to reduce state spending by $300 million as Georgia works to address a growing budget deficit. Among the cuts was a previously appropriated $300,000 line item designated to support The Bloom Closet, providing free clothing, hygiene items, school supplies, and essentials to children in foster care across Georgia.

The loss of this funding comes at a time when the need continues to rise. Every day, children enter foster care with urgent and immediate needs, often arriving with little more than the clothes they are wearing. The Bloom Closet helps meet those needs by providing essentials that restore dignity, confidence, and stability during incredibly difficult transitions.

Without the $300,000 in state funding, Bloom will face increased pressure to rely on community donations and private support to continue operating The Bloom Closet at its current capacity. The funding would have helped purchase critical inventory, restock high-demand items, and expand support for the growing number of foster children and families turning to Bloom for assistance.

“For many children entering foster care, The Bloom Closet is one of the very first places they experience comfort, dignity, and hope,” said Bloom CEO Becky Davenport. “The loss of this funding will directly impact our ability to keep shelves stocked with essentials children urgently need. While this is incredibly disappointing, we remain committed to ensuring no child feels forgotten during one of the hardest moments of their life.”

As government resources tighten, nonprofits like Bloom are increasingly relied upon to help fill the gaps. Community support will now play an even greater role in ensuring children in foster care continue to receive the essentials and resources they need to thrive.
