State Budget Cuts Threaten Essential Services for Children in Foster Care

Recent budget cuts announced by Governor Brian Kemp are expected to reduce state spending by $300 million as Georgia works to address a growing budget deficit. Among the reductions was a previously appropriated $300,000 line item designated to support The Bloom Closet, which provides free clothing, hygiene items, school supplies, and other essentials to children in foster care across Georgia.

The loss of this funding comes at a time when the need continues to grow. Every day, children enter foster care with urgent and immediate needs, often arriving with little more than the clothes they are wearing. The Bloom Closet helps meet those needs by providing essentials that restore dignity, confidence, and stability during one of the most difficult transitions a child can experience.

Without the $300,000 in state funding, Bloom will face increased pressure to rely on community donations and private support to continue operating The Bloom Closet at its current capacity. The funding would have helped purchase critical inventory, restock high-demand items, and expand support for the growing number of foster children and families turning to Bloom for assistance.

This latest reduction is part of a broader funding challenge facing the organization. Over the past year, Bloom has been significantly impacted by both state and federal funding cuts that have affected multiple programs serving Georgia’s foster children and families. While Bloom has worked diligently to preserve services and maintain strong outcomes, these reductions have created substantial financial pressure, requiring the organization to reallocate internal resources and secure additional private funding simply to sustain existing programs.

As public funding becomes more limited, community support becomes even more essential.

“While funding cuts may change where our support comes from, they cannot change our commitment to Georgia’s foster children,” Bloom’s CEO Becky Davenport said. “The community has always stepped forward when children need us most, and we are asking them to do so again.”

Now more than ever, financial support from the community is critical to ensuring foster children continue receiving the essentials they need without interruption. Individuals, businesses, churches, and community groups are encouraged to make a financial contribution to help offset these funding losses and protect vital services for children entering care. Every donation, regardless of size, helps provide clothing, hygiene products, school supplies, and other necessities that give children a sense of dignity, stability, and hope during some of life’s most challenging moments.
